CIRCULAR FROM HOME SECRETARY – GOVERNMENT OF BIHAR
In the context of rescue and relief works in the background of floods and Koshi river changing its course, the following system has been put in place:-
- Anyone waiting to donate money should do so through cheque/demand draft in favour of the chief minister’s Relief fund.
- Donation in kind should be routed through the Bihar Red cross, which has its headquarters at Patna (Tel : 0612-2201035 and Mobile – 9334172767) or through various District chairman of Red cross, who is the District Magistrate of the concerned district. Such donations in kind should be relevant for the occasion, like Polythene, Tarpoline , Tent, Fodder, Bedsheets etc. Food items have to be such that they do not have adverse impact on the health of the people.
- For N.G.Os and other agencies, who are willing to work in various fields or provide men and material for running of community kitchens, starting and sustaining relief camps, organizing medical teams for relief camps, providing safe drinking water, building and maintaining toilet facilities etc. the coordinating officer on behalf of the state govt. is the principal secratery, Home. N.G.Os would be advised about their proposed geographic area of operation, the kind of operation and the duration of operations that the9 would be required to undertake based on their own inputs and on the requirements got from the affected districts.

At the moment the badly affected districts are Supaul, Madhepura, Araria and Saharsa where at present 193 relief camps have been opened which have more than two lakhs people in them. Since yesterday many more people have been evacuated and brought to safety. 80 health centers and 59 veterinary centers are functioning at the moment. Food packets are also being air dropped. The estimated affected population in these districts is 22.60 lakhs and cattle is 4.70 lakhs. At the moment 669 boats and 58 motor boats are being used. But all this effort is still not adequate.

The headquater for relief efforts is FORBESGANJ. It is accessible by road and also by rail. |

SUPAUL |

Supaul is the headquarter of the district. It is accessible by road and rail via. Saharsa
At the moment 38 camps are in place with around 55,000 people |

MADHEPURA |

- Petrol / Diesel in drums and jerry cans
At the moment 45 camps with about 35000 people are running, but water are rising and it is not clear which dry areas will remain in the next one or two weeks. There is acute shortage of petrol and diesel even to run Generator and Motar boats Electricity is totally cut-off.
Madhepura town is under water, but relief and relief operations are being coordinated from the town. It is accessible till about half K.M. before the town, where there is a college and relief material can be taken till this college, from where the administration will transfer them to the required places by boats. |

At the moment they are running 44 camps with about 45,000 people.

Purnea is the headquarter of the district as well as headquarter of the division. At the moment they are running 21 camps with around 14,000 people, who have come from Madhepura district.
Purnea is accessible by road and rail and it also has and airport, which is controlled by the Indian Air Force. |
